In 2002 RHCDA formed a partnership with the Old North St. Louis Restoration Group (ONSLRG) to undertake neighborhood revitalization projects in the Old North St. Louis neighborhood. Located just north of downtown St. Louis, Old North St. Louis, one of the city's oldest neighborhoods, has seen decades of disinvestment and indiscriminate building demolition. RHCDA is making the neighborhood's plan to re-capture the former vibrancy and spirit of the community with a variety of development initiatives. Our partnership has given a name to this neighborhood renaissance: Crown Village. North Market Place is a 30-acre Planned Unit Development area in Crown Village roughly bounded by Hadley Street on the east, North Florissant Avenue on the west, Monroe Street on the south and Benton Street on the north, all within the Murphy Blair National Register Historic District. The main boulevard through the area, North Market Street, is the anchor for the first phase of a planned $10 million development of the 41 market-rate single-family North Market Place Homes development. North Market Place Homes Twenty new historically sensitive homes have already been built, 8 of which are universally designed with at-grade entrances. We have also installed new sidewalks, curbs and landscaping to enhance the accessibility and visual appeal of the area. Total Development Cost to Date: $4,720,000 | North Market Place Apartments - Before | North Market Place Apartments - After | | | RHCDA was recognized by the City of St. Louis as "Developer of the Year" for the complementary development of North Market Place Apartments - the dramatic historic restoration of nine of the most dilapidated buildings in the neighborhood into 32 affordable apartments. This transformation was completed in 2006 and was also recognized by the Landmarks Association of St. Louis with one of its "Most Enhanced" Awards. The buildings are located in the same area, and in some cases are mixed in with the new North Market Place Homes. Total Development Cost: $8,214,000 Crown Square The next phase in the emergence of "Crown Village" is Crown Square, our redevelopment of the abandoned "14th Street Mall" just across from the famed Crown Candy Kitchen. This development is reinvigorating an obsolete neighborhood commercial district, the critical "heart" of the community, by introducing revitalized residential and "live/work" spaces, and re-establishing commercial office/retail and dining opportunities to serve the needs of the growing number of residents of the community, thereby enhancing the sustainability of the neighborhood with increased vibrancy and self-sufficiency. Crown Square involves not only the revitalization of the buildings, including buildings on the blocks flanking the former "14th Street Mall," blocks, but also the introduction of robust housing, commercial, retail, and pedestrian activity into the critical "town center" of Crown Village. Of additional importance is the redevelopment connection between the neighborhood north of Crown Square and the North Market Place developments just to the south of it. Total Development Cost: $34,942,000 Total Neighborhood Investment to Date: $47,876,000 RHCDA also provides technical assistance, operating grant funds and predevelopment financing to the Old North St. Louis Restoration Group.
