Lloyd began his work with RHCDA (then the Regional Housing Alliance) in 1995 as the Construction Manager/Rehabilitation Specialist.  During his tenure at RHCDA his work responsibilities have broadened to include not only construction management for all of RHCDA's ongoing housing development work but Asset Management for all of RHCDA and its affiliate's real estate properties; group training for housing professionals; technical assistance to RHCDA clients; and consulting engagements for a variety of housing developments.

Lloyd has over 30 years of construction and housing development related experience in both the private and public sector.  His work experience includes the Community Development Agency (CDA), St. Louis Development Corporation (SLDC), and as an inspector for the Heritage and Urban Design Commission (now the Cultural Resources Office.)

His technical expertise includes holding a license as a Lead Inspector/Risk Assessor and certification by the State of Missouri as an Asbestos Supervisor.  He has attended Florissant Valley Community College, Clarkson College, and St. Louis University School of Public Health.  Prior to pursuing construction and housing development, Lloyd, served as an aircraft mechanic in the United States Air Force.

Lloyd is a member of the Board of Trustees and a member of the Deacon Board at Oakwood Church of God in Christ.
