David joined RHCDA at the beginning of 2003.  His duties as Deputy Director/Chief Operating Officer involve primary management and oversight of RHCDA's Real Estate Development and Development Consulting activities - including acting as Project Manager for a number of RHCDA-sponsored/assisted real estate developments.

David also manages and supervises the activities and staff related to RHCDA's various programs, and manages RHCDA's consulting engagements with various for-profit, not-for-profit, and government clients.  David serves as the staff representative to the Real Estate Investment and the Strategic Planning Committees of RHCDA's Board of Directors.

David brings considerable knowledge and experience in multi-family and single-family housing development and finance, and is well-versed in particularly complex multi-layered financing utilizing conventional and public sector financing sources, investor equity from the sale of various federal and state tax credits, and a variety of other development finance tools and mechanisms.

David's involvement in the field of residential and community development, and development finance, includes work in both the for-profit and not-for-profit sectors, spanning over twenty-five years.  A resident of St. Louis since 1978, David previously earned his undergraduate degree and pursued additional graduate studies in Ancient Near Eastern History, and has completed numerous professional certifications and continuing education courses in Housing Finance, Asset Management, Program Compliance, and Property Management.

 

RHCDA is Regional Housing and Community Development Alliance, a nonprofit organization that creates and supports the alliances that make smart, sustainable neighborhood revitalization possible in the St. Louis region.
