Heather joined RHCDA in the spring of 2005 as Project Development Coordinator.  She provides support on all RHCDA-assisted real estate development efforts, acting as liaison with clients, lenders, investors, housing agencies, contractors and other professionals involved in the development process.  She also manages project job cost accounting systems.

Heather's professional experience in the affordable housing industry began in 1999.  Her work on the development team of a St. Louis-based development company was instrumental in the production of over 500 units of multi-family housing in Missouri, Kansas, Illinois, Wisconsin, Tennessee and Louisiana.  She has designed development-based supportive services programs for affordable housing, collaborating with local nonprofit organizations and support agencies to assess community needs and implement responsive supportive service plans.  Heather's experience in affordable housing finance includes the use of layered financing sources such as Section 42, Community Development Block Grant (CDBG), HOME Program and Federal Home Loan Bank (FHLB) funds, and below-market and conventional mortgage financing.

RHCDA is Regional Housing and Community Development Alliance, a nonprofit organization that creates and supports the alliances that make smart, sustainable neighborhood revitalization possible in the St. Louis region.

"Since our first partnership with RHCDA helped us create the Lillian Park development of mixed-income quality housing, crime in that neighborhood has declined by more than 50% and residents feel like they can sit on their front porches again.  It feels like a community.  And even though that partnership was initiated some years ago, RHCDA is still very much engaged in that neighborhood, helping us to serve our residents and keep them involved."
