RHCDA carries out its mission in numerous neighborhoods in the metropolitan area, but it focuses special attention on three "partnership" areas:
Forest Park Southeast Neighborhood, City of St. Louis
Old North St. Louis Neighborhood, City of St. Louis
City of Wellston, St. Louis County
RHCDA chooses partnership areas by undertaking an "environmental scan" that evaluates a number of factors that contribute to the likelihood that our intervention will result in a significant and sustained impact in that community. First, and most importantly, there must be a viable community-based organization that RHCDA can work with. Some of the other factors we look at are: community anchors; areas of strength that can be built from; a welcoming political environment; presence of conditions that allow for special development incentives, and whether the area is a local government priority.
