RHCDA is a nonprofit organization that provides capacity building technical assistance and financial resources to nonprofit community-based development organizations to help them revitalize St. Louis area urban core neighborhoods. We also develop affordable and market-rate housing in partnership with community development corporations, particularly in neighborhoods with the potential to enhance economic diversity, and we provide residential development consulting services to both non-profit and for-profit clients.
Our CDC Capacity Building Program provides group training to community development corporations in a broad range of community development topics and individualized technical assistance in housing development and nonprofit management skills.
Our Regional Neighborhood Support Collaborative Grant Program provides operating grants coupled with technical assistance to select high-performing community development corporations to help develop their organizational capacity so they can successfully undertake the revitalization of their neighborhoods.
We operate a Predevelopment Loan Fund for nonprofit organizations. Most nonprofit community-based organizations do not have the ability to pay the costs necessary to get a development project to the point where construction loan funds become available. Conventional financing from banks is generally not available to pay for these predevelopment costs. The purpose of the RHCDA Predevelopment Loan Fund is to provide a source of financing for these costs and to accelerate the time from project conception to construction start-up.
We are a Housing Developer. We undertake residential development projects in partnership with community development corporations as a means of building the capacity of our community-based partners and to catalyze the neighborhood revitalization process.
We provide Residential Development Consulting services to both non-profit and for-profit organizations. We provide expertise in structuring developments utilizing a variety of public and private resources, including federal CDBG and HOME funds; tax-exempt bond financing; and low income housing tax credit, historic tax credit and new markets tax credit transactions.
We provide Historic Preservation Consulting services. We can prepare and submit National Register nominations for single site or district listings; review your plans for compliance with historic preservation standards; and prepare your historic preservation tax credit Part I, II and III submissions.
We provide GIS Database and Mapping services to assist you in project research, planning and funding applications.
